Unable to resolve my limitations

Description

HELP My debit card was compromised and my account is now limited. I was able to upload a new card and receive 400 dollars. I cannot do anything else. I attempted to resolve the issue on the site but nothing I do helps. I attempted to prove my ID and that did not work, therefore, I could not do anything else. Paypal does not answer their phone and I am going around in circles on the site.
