Scam?

I made a purchase through Linetmee.com. The purchase was made on my credit card to a PayPal seller back in January. To this date I have yet to get my products purchased. I have tried to contact linetmee who all of the sudden I don’t have a password to because they did something so I couldn’t access it after purchase. I requested a reset password and they never sent it. When I re-register there wasn’t any record of my purchase. Funny enough neither was at PayPal under my account which I activated from the seller PayPal receipt email. The money was paid. And now that I just want a refund no one can or will respond from PayPal. No one has access to a guest account if I happened to have checked out that way. I can’t create a claim or dispute for the charges because the online system isn’t working for that. All I want is my money back or I will be forced to contact the authorities. This is ridiculous that I can’t contact anyone to reimburse my money.
