Permanent sending limit no matter what I do

Hello everyone, My account seems to have a permanent sending limit although I have long satisfied all the requirements like confirming, verification, adding bank account and card, etc. The thing is, I have contacted my local Paypal CS multiple times and they have repeatedly assured me there is nothing wrong with my account and it has no limitations. But on the limitations page I can still see the sending limit decrease every time I buy something. The Lift Limit button doesn’t go away. If I add another bank account or card it will still be there and it feels like I am running in circles just wanting to continue using Paypal for purchases. Could anyone here please help me?
