pending refund/ seller cancelled refund

Description

On Oct 21, 2020 i sent a payment to a seller of 240. He refunded me almost instantly. Same day i sent him another 240 and again refunded me saying the shoes were no longer for sale. Both payments of 240 were pending for 10 days before the seller cancelled both refunds. I opened a dispute on both transactions and the seller sent a refund once again both pending for another 7 days and the seller cancelled refund again. Paypal will not let me escalate dispute. I keep calling and they give me different answers.
