Paypal teaming up with scammers?

Hi community, Short story, purchased a ps4 from SHPOCK. Paid via Paypal (Products&Services), 5 minutes later the buyer messaged me – not knowing I’d already paid – and asked me to pay via friends&family. I knew I was scammed. He delivered a package but he was not smart enough to put some weight in the parcel, nor send a box that would actually fit a ps4. HE sent a manky, worthless old pair of shoes. Took photos, opened dispute with heaps of evidence against him. 31.01 BUYER AGREED TO RETURN FULL REFUND IF YOU SEND BACK THE PRODUCT. Can’t believe it. YOU know he’s a scammer, you know he sent something worthless, you know all the story inside out. AND you agree to withhold the payment for another 14 days, enabling him to drag this on for as long as he wants (claiming he didn’t get his ugly shoes) or god knows what. I know it’s in the t&cs you have to pay the return, but christ sake…. @scam @scammer
