Payment declined & visa confirmation

Description

Hi, Today i added my visa credit card to paypal. After that i found to my statement the code PP3889CODE. When i put 3889 to confirmate my visa card paypal inform me that the number was wrong and paypal will return the money to my account. i tried to pay someone through paypal with my visa card but my payment was declined. Could you help me please? However in my profile i can see my visa card without attention for confirmation. it shows that is ok but i can not make a payment. Thank you very much and have a nice day.
