Error when transferring money

Description

I keep getting an error message saying this transaction can not be processed at this time. Im trying to send money to my debit card. I had 3 successful transfers, than all of sudden I started getting this error. I click on the other links to wire myself money using XOOM and again first 2 wire transfers were good. Now they wont let me send myself anymore money until i verify i am owner of the account. So i did and it came down to sending a PDF file of my PayPal statement. Which i dont know how on android phone. Because of this I now no longer can send myself money. I requested a PayPal cash card and i misplaced it after it arrived before activating. Won’t let me get new card until i activate the other card.
