Error When Linking Bank Account

Hello, I’ve had PayPal for 5+ years now but apparently my account was never confirmed. I’ve always had my credit card connected to my account but not my bank account. I’ve recently been using invoices for work and I’m unable to accept the money because my account isn’t verified. If the initial money transfer failed when connecting my bank account then that was years ago and I have no way to check it. When I try and think my bank account now I get this error (picture attached). I’ve tried connecting my bank account several times in the last few months and I always get this error. I’m not sure what else I can do. I don’t know if it’s an issue with PayPal or my bank but I really need to accept these payments. Please let me know what can be done about this.
