Emergency Transaction / uplift hold

My dad sent me $500 bc we are homeless and just got accepted into housing and we need housing in order to get my little sister back from DHS and for all of his miscellaneous things, plus opening up his own landscaping business! Another why my father sent me the $500 os bc I woke up this morning to an E-Mail from my phone billing company telling me that if I don’t get my phone bill paid tonight, then I will lose all of my phone service forever and I can’t just buy a new phone! PayPal is placing that $500 on hold, but me and my dad need for that $500 to get transferred onto my PayPal account RIGHT NOW, so I can put it on my bank card, so we can handle all of our responsibilities by our DEADLINE; which is TONIGHT! Is there anyway an agent could help me resolve this major issue for me and uplift the hold on our only $500? We need that ASAP! Please, help us get this issue resolved? It is, honestly, really a need at this point!
