editing the frequency of payment

Hi, I can’t believe how hard it has been to get a strait forward answer to this question.
How do I edit the frequency of my payment to someone? It is currently monthly and I am paying almost the same amount in charges from paypal to send money overseas than I am sending to the party! I want to edit this and change it to annually.
Does anyone out there know how to do this?
It is probably right in front of me but I can’t see how to do it. so any help will be appreciated.
