Digital Service required Address from the Customer

Description

Hello. I’m a business account that sell digital goods(such as commissions) and I sent an invoice to my commissioner and they said Paypal required them to input their address when they usually can pay without putting one. I tried searching online and asking around and there are some people telling me to change my invoice to services rather than goods. I tried doing this but I do not see the option to change it to services? As seen in the photo below.
