buyer got the item which is service and got refund ????

we sell a service for website creating the payment for this one was split to two parts 355 $and257 and after he received order and we worked on that 21 days he open2 cases telling PayPal the item is not received, gave every prove for the item is received after that the decision refund him for 355$and 257 for me the payments are for one service Paypal don’t protect me as a seller at all he is a thieve buyer 255 refunded to me is barely cover what I bought to him
