2 flight reservations, only 1 res. made. wont allow a case filed how reach paypal customer service?

used paypal to pay for 2 flight reservations, only 1 res. was made. transaction says pending and wont allow a case filed how do you email paypal customer service? when i go to resolution center and click that transaction it says: We’re unable to file a case for this transaction. You can contact the Customer Service team for further queries. in other words **Bleep** off no phone or email to call and actually contact a human, just stupic help files. been paypal customer personal and business over 20 yrs with 1,000s of transacitons
