Requesting a PayPal Card. Customer service is giving me the run-around

Customer Service is giving me the run-around and I’m trying to get a PayPal Card. I’ve tried requesting one on the app and the website. It keeps telling me they can’t process my request at this time. I tried calling customer service and they tell me they can’t request any calls right now. I also tried texting them on the tech support PayPal assistant forum and they give me the same directions to a link I’ve already tried. I’m getting very frustrated and need some help getting a PayPal card.
