Less money refunded back by paypal then what originally paid

I have been refunded back for a purchase that I have made in ebay recently. Everything with the refund was ok, except Paypal refunded about 20$ less then what I have originally paid for on account of exchange rate. But when I was purchasing my product it said in ebay page full money back guarantee. But paypal (ebay) didn’t hold on to their part of the bargain under false pretext. It doesn’t matter what is the exchange rate, what matters is I have paid certain amount of money and I should be paid back the exact. I would like to be paid back the differences at the earliest. I would have to consider closing my account with paypal (ebay) if a business enterprise is unable to hold on to the agreement. Simply put I cannot do business with dishonest companies like paypal.
