Can I use PayPal Buyer Protection for Electric Unicycle/Scooter?

I want to purchase a gently-used Electric Unicycle/Scooter from an individual on the forums, but I also want to protect myself since I do not know this individual. From reading how Buyer Protection works, it seems like I would be protected if I paid via PayPal and if needed could withhold payment if item never gets shipped/delivered. Am I correct in understanding that or would EUC/scooter not qualify because it may be lumped into a motorized vehicle » category that PayPal says is not covered? Or is that only applicable to cars? »
