Why PayPal and Venmo are still not interoperable?

PayPal owns Venmo, so why aren’t these two payment services interoperable? It would expand the network and increase the volume of transactions if they were? I don’t want to open a second account with the same company when they already have all of my private data. I’m totally baffled by this, and often very frustrated as some friends use PayPal and others use Venmo.
