Why does resolution date change daily?

I bought a set of saucepans, using PayPal to pay. It all seemed Kosher and the seller even sent me a tracking number. I received notification that the goods were on there way and start tracking, which I did. When the parcel arrived with the correct tracking number, it was a scam….the parcel contained a pair of sunglasses!! I raised a claim for a refund with PayPal, in July and all seemed good. Then every time I looked at the resolution center the date for resolution has changed. It now says the 1st September, last week it was August 26. Why does this happened and why can I not get a proper reply from PayPal.
