Why did PayPal in 4 charge me three separate times for the first down payment?

I wanted to buy an item using the Pay in 4 feature. I paid $13.74, and then it said my plan was changed. I then had to pay $15.02, and then another $13.75 on top of that. I thought that there were no interest fees or fees for using pay in 4, but I paid a lot more than I had to for my first payment. Support has been incredibly unhelpful. Is there anyone who knows an answer to this?
