Where is Paypals support??

Why cant I get PayPal to answer the phone or help in the message center? Ive called for days and Ive been trying to message and I cant get anyone at all. Its like customer service is gone. You are kinda on your own to figure things out. I got a refund from Walmart and it is sitting in PayPal and I cant see to get it back to my account. Also I have an offer » and I cant seem to use it at all. Paypal sucks!!!!! Im so ready to get my money back and be done. I don’t like using paypal when you cant get any help at all!!! »
