Website errors preventing transferring balance to bank account, on hold 3.5h

Hello, I am incredibly frustrated with Paypals lack of customer service. I am trying to transfer funds out of paypal to my business bank account. Online messenger was absolutely unhelpful. Called Customer service- they confirmed it is a website issue but they are not the right department. They transferred me to another department. I am still on hold on the line 3.5 hours later. Can a human from Paypal please help us access our funds immediately? This is ridiculous.
