Unregistered debiting of money from the card

Description

Yesterday I tried to pay for an item using a PayPal. The money was debited from my card, but the seller did not see this payment. And this charge is not displayed in the list of activities in my PayPal profile. So I can’t even dispute the transaction. The last entry in the activity history is only from September, there is no charge of yesterday! PayPal has not responded to my requests for about 24 hours. Does this mean that I need to go to a lawyer, or is there another way?
