Transfer Denied

Thank you for the opportunity to ask this question. I have made several attempts to transfer money from my PayPal account to my linked VISA debit card but after about 24hrs, it keeps denying the transfer. After carefully checking my details, I have ensured that my card billing address is same as my billing address on PayPal. Secondly I have also tried to link my Payoneer account yet it’s not accepting. At this point I feel really discouraged and unhappy. This has caused me a whole lot of losses as am unable to provide online services to my clients knowing that I cannot access my funds once paid. Please I need urgent help. Thank you
