Stuck payments

Description

The issue is as below : My buyer sent me a Payment and he is ready to wait for the shipment because of the pandemic, shipping service is closed. But the thing is PayPal holds that amount, its already debited from my buyer’s account but I didn’t receive it yet. And when I escalate this case, they have an option of Issue a refund » to buyer. How can I send refund from my account even if I didn’t receive that amount and PayPal is not ready to release the funds. Worst experience. »
