Shipping Label void denied refund

Description

I have spent hours back and forth with USPS & Paypal. I voided a $29 label that was clearly under cost. I applied for refund through Paypal. USPS says because it wasn’t through their Click n Ship I am not entitled to my refund. Paypal states my refund was denied by USPS. I have been in limbo as of Dec 26, 2019 and after hours again today before the final 60 days I am told I cannot get my refund even tho tracking is clear it has not been used. I can only pray this gets resolved for I will not let this happen again. Seems like a scam..we can pay usps but we aren’t allowed refunds. Anyone else have this happen?
