Question regarding promotional offer on paypal credit

Good morning, i hope you all can help me.
I made a purchase via eBay on a graphics card on the 11th of November for £1060. About 10 minutes later the same guy cancelled the purchase on eBay and refunded me the money at full, which i already received.
What i find weird is that the same guy that refunded me the money is on the promotional offers on paypal credit with a remaining balance of £152.51 to pay. I though that, if a refund was done in full, then nothing would be owed.

Is this a normal thing or will this be removed eventually considering that the refund was all done?
