Problem about “Right now, we’re not able to complete this transaction.”

Description

It just like my normal day, buying merchants from EBay.com, but all sudden says I cannot do the transaction due to declined by bank, after I settle with the bank, it shows that PayPal are not able to complete the transaction, I already message PayPal in message center but not yet receive any reply from PayPal. This is not my first time having this problem, I need to pay the seller ASAP, is anyone know how to deal with this problem? Anyone who help to solve this, your kindness will be appreciated.
