Paypal refused to give me a refund (Sweden)

Hi everyone! So I have a bit of a bad situation with both paypal and a store I bought some clothes from like a month ago in Sweden. I never received my package and the merchant store I bought from provided Paypal with some proof probably tracking most likely and they did a police report as well. After 1 month of back and forth investigation paypal decided to not give me a refund which makes absolute no sense at all. On delivery you’ll have to give a signature, I never did but somebody else who stole my package did. And now I am stuck here with my package stolen and my money too. What can and should I do?
