Paypal just won’t accept payment.

Alright, I bought this Mastercard from the local Dollar Store. I got it set up and everything, and linked it to my paypal. To make sure it would work, I had a friend sent $10 to the account. Once I tried to accept it, it declined. Over. And Over. And Over again. I even waited days before trying again, and even tried sending to the bank, still no progress. I even tried making a new account and linking the card to it once again, still, it continues to decline. I came here and saw some people had the same issue, and followed the instructions, still, nothing. I don’t know what to do and am at my wits end. Any suggestions?
