PayPal Just Limited My Account After 15 Years … Help

I have been buying and selling things on eBay using PayPal for over 15 years … not as a business, just personal items that collect and sometimes sell. They are generally higher value items (~$1k) and I have never had an issue or a negative review either buying or selling. Now, is asking asking for business records and information about my suppliers before they will return my account to normal. I am not a business and don’t have business records or suppliers. Most of the stuff I sell on eBay I originally bought on eBay many years ago. There is no-one to call and the customer service message system routes you to India to people who don’t speak English well enough to understand what I am typing. Is there a solution? Is there phone number where you can actually get through to a human? Thanks in advance for any assistance … I’m so frustrated with this ;-(
