PayPal credit

Description

I have a PayPal credit with available funds and a $0 balance. I set this as my preferred payment method, but PayPal will not allow me to use it for any type of transaction. I have added a card to the account, linked a bank a d verified email, phone, and physical address. The last rep I spoke to said that was all he could do, said PayPal was highly secure and their security algorithm was creating the problem. This seems ridiculous, every rep I talked to can see my account in good standing, but I can’t use it?! Why have PayPal at all?
