Paypal balance negative

Description

It looks like PayPal has made a refund to a buyer without a reason. The order has been sent out and we have paid for the shipping. As the shipping is slower then usual due the corona pandemic, it will take a lot longer then usual. There has been a case where Paypal refunded to a customer, when there was sent signed proof of the customer receiving the order. Paypal never answered to any of our messages. I would like to know what are the wrights that allow Paypal to just take my money and give it to who ever they like to?!
