Pay in 4 Payment Method

Description

So my second bill for Pay in 4 came in and gets declined. This is due to not enough money in my local bank. I go to my PayPal and notice that I can’t chose to pay using my PayPal account balance. I have enough money so that can’t be an issue. I then add my PayPal cash card only for the system to decline my card as it isn’t « supported ». I am so lost here, how can PayPal make a system like this an not allow a customer to pay using their account balance on their platform. Is this a error or intended?
