No Product, Paypal promised refund if no status change

Description

For about 3 months, i have been waiting for Paypal to refund my money because the product was never delivered. They have given me at least 7-10 dates as to when they will resolve things. Finally in early July, they stated that if the status had not changed by July 16th, they would find in my favor and refund my money. Well it is now July 19th. There has been no status change, no product was ever delivered, and Paypal has not refunded my money like they said they would. Instead they have given me another bogus date as to when they will resolve the case. They just need to do what they said they would do and refund the money.
