Never received email to withdraw money after account limitations ban

I am yet to receive any information on how to withdraw my funds from my account after receiving a limitation ban which I disputed and they rejected even though I did not violate their terms of service in any way. I hardly use Paypal but I had 2 friends pay me back money via paypal, nothing business related at all and they banned me due to supposedly running a business without using a business account. It has now been 9 months since they banned me, I have tried dozens of times to contact them and every response is met with an automated reply indicating my account has been limited/banned and I can no longer use Paypal’s services. BUT! It clearly states that after 180 days they will send me an email with details on how to withdraw my money but here I am still waiting. What can I do or is there an email I can use to actually speak to a real person as the phone lines are currently down due to COVID-19 but I would really like to withdraw the $500 roughly that I have still sitting in my account.
