Need Help Linking my bank account

Hello I am hoping to find some ideas to deal with the situation where I am trying to link my Bank Account to paypal however keep receiving the error message. ‘We’re sorry. That bank account is already linked to the maximum number of PayPal accounts. Please link a different one ».
I don’t have multiple paypal accounts.
I tried to receive some customer support. I thought they were going to send a code to override the system however this never happened.
I would be grateful for suggestions.
