Money was returned to buyer by PayPal by mistake and now buyer won’t pay for the item received

Paypal mistakenly withdrew a payment from my account for an item I sold on Ebay and sent the money back to the buyer. They suggested I send a Money Request to the buyer which I have done twice, along with a note explaining what happened and that I need them to return payment for the item. The buyer has cancelled the moeny request twice and also ignored my email sent on Ebay. I cannot get in touch with any customer service reps on Paypal, Ebay and can’t even get through with online chat. Any suggestions on what to do would be greatly appreciated. Thank you.
