Money taken out of account through transaction that didn’t go through

So yesterday I went to foodlion to get cashback, the transaction didn’t go through, was never approved or anything. After I put in my pin, it said processing then the screen just started back over. So I tried again and the second time, it was declined. I checked my balance and the money had been taken out. The manager went back and looked at transactions on the computer of the register I went to and my transaction for the amount of cashback that I wanted/and that was taken out of my account didn’t show up. So the manager couldn’t help me, because foodlion didn’t take the money and he said it was a paypal problem. On my PayPal account that transaction doesn’t say pending or anything, and when I called to hear my transactions it said completed. Has this ever happened to anyone??? Will I get a refund? Because this is over $100.
