Money deducted from bank account for failed transaction

Several hours ago, I started a transfer from an online banking site to PayPal. Moments later, I received both a text message and an email stating the transfer failed. However, my money had been deducted from my bank account despite of the failed transaction. Hours later, I made another transfer and the result was still the same! I’ve lost 44 US Dollars or 190 Malaysian Ringgit from my bank account due to transfer failures. It might not sound much from most people but that is still a lot to me. This is a more serious problem than a simple inconvenience. A Google search result shows that this is a recurring problem which has been happening for several years and the earliest I saw was from 2012. With many of the issues regarding this transfer failure and money deducted from bank account still unresolved speaks volume just how utterly incompetent and borderline thievery PayPal has become.
