Lodge a paypal claims on undelivered order and seller immediately block my account

Description

I had file a dispute followed by a claim regarding an undelivered order from a website I realise that they block my account right after I lodge the claims and I wonder will I still get a refund? Does seller has the right to ship out item after the claims has been made even when I decided not to proceed and just want a refund? The parcel was meant to be in stock last Friday but they had fail to fulfill the inventory and refuse to give a actual date for the item to be available and shipped.
