Locked out of account, and can’t contact paypal

Description

I am trying to pay last month’s rent, and paypal has my funds. Not only that, but I cannot contact paypal. So, they just get to keep my money indefinitely.
1. My bank account was compromised. So, at my bank, I canceled that account and created a new one. No problems at my bank, and everything fine so far. My bank is local, and well-established.
2. I successfully logged into my paypal wallet and tried to add my new bank account. Paypal would not let me add the bank account. I tried a few times, using the correct routing number and account number. I also tried adding an account by logging into my bank with the correct name and password. Both times, I received an error message.
3. I messaged a paypal agent, who said I’d been locked out of my paypal, and would have to wait 48 hours. Currently, paypal is holding my overdue rent money.
4. I waited 48 hours and successfully logged back in. I deleted the old (compromised) bank account, and tried to add the new account. Again, paypal would not let me add the account.
5. Now, I have NO accounts or cards linked with paypal, which prevents me from logging in, when paypal asks for my info.
6. Not only can I not log in, but I cannot contact anyone — via message or phone or anything. When I try to message paypal, they email me verification codes — which I successfully type into the site. This brings me to the summary page of my account. But then I click on wallet, I am then locked out. When paypal asks if I have issues logging in, it makes me change my password. I have logged in temporarily — and again, can see the summary page of my account, but as soon as I click on anything, I am locked out.
– Adding and subtracting a new bank account to one’s paypal is common behavior. If this is going to trigger me for fraud each, then it should not be an option. How is one supposed to accept funds??
– At every step of the way, I have entered the CORRECT routing numbers, account numbers, passwords, verification codes, etc. I have access to all my paypal monthly statements via email, and have been with paypal for over a decade now.
– I CANNOT TALK TO PAYPAL. I have tried messaging, but can’t log in. I have tried calling, but cannot speak to a human. This is borderline criminal, to hold my funds, and not allow me to speak to customer service, or verify myself.
– If I am evicted for my inability to pay rent, then I am holding paypal legally accountable for withheld rent.
I need access to customer service now, please. Thank you in advance for your help.
