Item delivered to wrong address

Description

I ordered an item that the shipper had the right name (mine), but did not put the correct address. PeShipper will notr UPS the item was delivered to a business, left at the front desk, and signed for by employee. UPS is not allowed to give address where it was delivered without shipper consent. I received notification from PayPay yesterday stating my case had been resolved since the shipper stated it showed delivered. Shipper will not respond to any emails since this fiasco started. Is there anything else I can do? HELP
