I bought a item and I have waited 8 months , never recieved it, so I contacted the seller requesting a refund. So now I recieved a note from the seller that says… I am gifting you the money since the time has passed and i am not able to refund you will receive it shortly… so now I have money in paypal but can I get it into my bank account without needing some kind of card from paypal ? Thank you This has been a horrific matter
