I can’t make a personal PayPal account

Description

I have tried over this entire year to make a personal PayPal account. Every time I go to make the account it asks for my PH# to sign up. after I put my PH# in it doesn’t send a code, shortly after then asks me to skip the step, or says that the step isn’t working. It gives me no skip option and traps me in the loop of restarting the page, waiting and then coming here to find no one else with the same issue.
I have tried using both the website and the App, I’ve tried googling and going onto YouTube to find a solution to no success. It doesn’t let me onto a a screen to sign up with email. It forces me into the PH# sign up screen with no proper working way to sign up.
