Help I need to send money

How come I can’t send money to someone else’s PayPal account with my money that’s in my PayPal balance? It’s asking me add a number to verify myself and when I put my phone number that’s already been verified on my PayPal account it’s saying that that number cannot be used. It’s a real phone number not a Wi-Fi number there’s no reason it can’t be used. Plus I was able to send money from my PayPal balance just a few hours ago and now I can’t. It’s also not letting me use my debit card that’s linked and has plenty of money on it to send money. Please help
