Full refund but didn’t receive the same amount in my currency?

Description

After looking through other posts, I found that a full refund would mean the same amount that was spent on the day of the transaction even if the currency had been converted. However, I have received lesser. This has happened to me twice so far. I am trying to contact Paypal but they seem to have removed the phone/message option. Any advice for me? Tried reaching the merchants and they said they can’t do anything about it since it’s something from Paypal’s end. Thanks in advance
