does paypal offer protection on ebay purchases?

Description

Hi, I made a purchased on eBay on March, I received on March 12. Seller agreed to mail missing items and a few others to help cover the cost of repair of original items. I agreed to take a look at them as long as they’re in working condition (camera and lenses). In the meantime I got very sick with covid-19, this wasn’t in mind during that time, but I did miss the deadline to open a claim on eBay (eBay did open on but without their money back guarantee, seller could easily refuse, he did) but this did help on getting that second shipment from him. Again, there items missing, and the second camera he sent doesn’t work. Can I open a claim with Paypal and get protection from them? Thank you.
