Disputing a claim ??

How do you dispute a PayPal decision? I ordered a Dach Ramp (Dog Ramp, and they sent me a rubber green (.99) Frisbee, and because they proved delivery of the Frisbee, my case was denied. I requested return label from seller who offered me 30% minus shipping so I am suppose to accept approximately $4.50 for a $14.95 Dach Ramp which was also had a $9.88 shipping charge. Their tracking number said it was delivered and I agree that I got a package that day, BUT it was in my mailbox, it was a envelop with a cheap green rubber frisbee (not what I ordered for my dog) I thought paying with PayPal was suppose to protect our purchases. I want other things, and was going to order, but at the end of transactions I cancel BECAUSE they come from China. Seems as long as they can prove a delivery tracking number they ship any cheap item they can, and then want to try to make it right by offering you 30% – shipping telling you it would be a waste of time for me not to accept it. This is Bull. PayPal said they delivered so closed my case What the Hell? It wasn’t even the item I ordered and PAID for. Tired of these cons
