Dispute Closed But Still Missing Items

Last month I order three items from a company that said items would be shipped within five business days. Short story is that the items never came so I asked for a refund. They then said it would be shipped and of course it never was. Filed dispute with Paypal. Process begins and company provided a tracking number and a few days ago one of three items I ordered (or course it was about 1/10th the value of the entire order) arrived. Then today I received an email from Paypal saying dispute was closed and in favor of the seller as they provided a valid tracking number saying I received my items. I still don’t have my complete order and I can’t refile the same dispute nor open the old one up. Tried to reach someone at PayPal but I keep getting the run around from the website and can’t get my situation addressed. I have now but in the que to speak to an agent for over two hours but I can’t sit here indefinitely waiting. Anyone have any ideas or direction that I can go?
