Confused about possible exchange rate problem?

Hello, sorry if this is in the wrong place. I’m unsure where this question should go. Yesterday I bought an item online while using paypal. The item itself was roughly $144.87 USD and while going through paypal the item the price was automatically converted to $189.78 CAD for me since I’m Canadian. The money immediatly got taken out of my debit card as usual, and I thought that would be the end of it. Today however I was refunded my $189.78 CAD and then $203.79 was automatically taken out of my account instead. While looking through my transaction history on paypal I’m assuming the reason they took the $203.79 is because the exchange rate has gone up since last night, but I’m wondering why my bill amount got changed.
